If the stutter is game specific check Citra's game database (right click the game in Citra, "navigate to GameDB Entry") and see if this is a global issue with the game itself and a mod exists to fix it. Unplug your internet connection and see if this makes a difference. Ensure your on the latest build of Citra, if you are try an older version and see if this solves the problem. If not turn it back and try the video settings, uncheck asynchronous gpu emulation in the GPU tab. If your still having stuttering issues set your audio to output to "null" and see if it's infact an audio issue causing the stutter. Turn off audio stretching in the audio settings, restart.

Disable Xbox game bar on Windows 10 (known problem). Ensure your running in high performance mode in windows power and sleep settings. Unplug all uneccessary USB devices from your machine, close all background apps and restart and see if this makes a difference. Also consider overclocking the CPU and RAM as it makes a significant improvement in performance also. If your experiencing high temps get a decent quality CPU cooler and clean out the dustpile inside your PC.

Otherwise the other issue could be old PC hardware, get "Open Hardware Monitor" here to check if your throttling power while playing (temps above 90 degrees celcius). It's important to completely close and reopen Citra on testing different settings otherwise they may not have an effect. Try some of the other settings under the configuration menu. If this still doesn't solve your issue check if the slowdown is game specific.

I don't recommend setting this higher then scaling factor 5xNative (2000x1200). Avoid the "Auto" setting as this can substantially reduce your performance on 4K monitors. Simply increase 2x, 3x etc until your satisfied with performance. Go to Emulation, Configure, Graphics and make sure this is switched to Native 400x240 and see if this solves your performance issue. Next thing to check is your internal resolution in Citra. If your still experiencing the same slowdown regardless if your windowed or fullscreen then your issue is likely not V-sync related. Restart your emulator if it's open and test it. Radeon the feature is called "Open GL Triple buffering" and click the toggle button to enabled. Then make sure V-sync is turned "on" and triple buffering is turned "on", make sure to click apply afterwards in the bottom right corner of the menu.
